How does EBS work?

ETV holds 67 licenses issued by the FCC to broadcast educational school programs statewide through its current analog EBS system.

EBS Coverage.

In 2006, the FCC finally approved measures that allow these educational channels to transition to digital. This mandate allows the state to create a public-private partnership that would assist in building the new system.  Much of the spectrum, previously taken up in analog form, will now be freed up for broadband services to the entire state, including educational services, government services, and Internet.

A portion of the spectrum or service must be delegated to serve education and government, including K-12 schools, the virtual school, state agencies, healthcare, and law enforcement. The plan, yet subject to state and FCC approval, will potentially call for the commercial, wireless Internet provider(s) to build out the wireless broadband network in exchange for leasing part of ETV's channel space for its own wireless services.
